If your meeting recording is for non-channel meetings, it is stored in OneDrive. After you delete the recording, it will be stored in recycle bin for 30 days.
If your meeting recording is for channel meetings, it is stored in SharePoint. It will be stored in recycle bin for 93 days.
If your recording is stored in Stream, it will be permanently deleted after 30 days.
In general, only recording owners (either the person who started the recording, or any additional owners named by that person) can delete and restore recordings.
For security and confidentiality, you could delete the recording from recycle bin after you delete it. Referring to the following two articles to delete recording from recycle bin:
