You can enable the File transfer setting under the USB settings in the "Settings" App. As for the Wpl files there are a few programs available in the Play Store that will allow you to use your Windows Playlist files.

I am struggling to get my music on my Duo… I don’t stream as I’m out of my service area a lot and want my music available. Connecting my phone to my PC via USB did not work for adding my music files. It looks like a drive on your PC but you can do nothing with it. Duo will not sync with Windows Media Player as it does not recognize Duo as a device. I finally was able to get my music files on my Duo by uploading them to OneDrive and then from there dumping them on my Duo, but that took hours. Is there a way to make Windows Media Player sync via USB? Then the next part of my question is does anyone now of an app available on Duo that would allow use of my .wpl playlist files that I have created in Windows Media Player? It’s disappointing that there is not a Groove Music app. for Duo as this worked on my old Lumia 950.

There is a "Files" app included that will transfer from One Drive.
Mine says USB controlled by connected device. When I click This device, it says couldn't switch, so use USB is locked on no data transfer.
