Windows 11 Upgrade Not Available on Surface Pro X

I just purchased a Surface Pro X that was previously owned but refurbished to quasi-new condition. It has Windows 10, but I'd really like to upgrade to Windows 11 for the sake of its 64-bit Intel/AMD emulator, but when I check for updates in Settings, no download link or anything comes up. I have a blurb saying "Get ready for Windows 11," but no way to actually install it. All indications online suggest my device should be eligible, so am I missing something? I'd try the Installation Assistant, but if I'm reading online resources correctly, it won't work on my ARM-64 processor, Thanks in advance for any guidance!

    Surface Pro X is compatible with Windows 11. We recommend you wait until your device has been offered the upgrade to Windows 11. You'll be notified through Windows Update that the upgrade is ready for your device. To check if Windows 11 is ready for your device, select Start > Settings > Update & Security > Windows Update > Check for updates.

    The Windows 11 Installation Assistant is only available for x64-bit processors.

    Thanks for the response. Can you offer any information on why the upgrade isn't ready yet and about when it will be? I double-checked all the hardware requirements, and my device meets them.

    Unfortunately, we don't have supporting details with the information that you ask. Once your device detects that its ready for the upgrade, then it will be offered through Windows updates. You may run System File Checker to make sure there are no corrupted files on the system. For now, what we can suggest is to check updates from time to time.

    Well, I finally managed to get at least a preview version of Windows 11. The trick was to sign up as a Windows Insider. After I did that, the upgrade started immediately when I checked again for updates as instructed. Once installed, it glitched once while I was installing a game, but otherwise, it's worked just fine. It allowed me to install at least one app that l couldn't install before the upgrade, though another rather important app still refuses to install.

    I don't get it. From what I've found online, Windows 11 has been available in some form or other for at least a year, and the incremental rollout was supposed to be complete by mid-2022. It's nearly 2023. Did Microsoft encounter some unexpected issues in development?

    Some of our devices need to have this app installed in order to see the Windows 11 update.
