0xc0000225 Error Code on Windows 10

I would like to ask that my computer got this error code: 0xc0000225. I searched online I found that it has 4 methods to solve it. It requires a restart process, but I cannot force a shutdown and restart with my surface pro4 (I followed this link https://support.microsoft.com/en-sg/help/4036280/surface-force-a-shut-down-and-restart-your-surface). When I pressed a power button and press it again it will show me the same display likes this below picture.  Please kindly suggest how to solve this problem.

    When prompted, as you see on that screen, press the Windows Key to get to the
    UEFI and change the boot order to USB on top (drag it to the top of the list).
    Go to https://support.microsoft.com/en-us/surfacerecoveryimage   (with a different Windows computer) and download a recovery image for your
    Surface. You will need a 16GB USB stick formatted FAT32 (use a Windows
    computer). Use FULL format and not quick format and give the volume a name like
    surfboot.. There are full instructions and a video at

    but below are quick instructions). Unzip/extract the recovery zip to the formatted USB stick and then-

    To reset your Surface from a USB recovery drive:
    Step 1:    Make sure your Surface is turned off and plugged in (hold down the power
    button for 30 seconds).
    Step 2:     Insert the USB recovery drive into the USB port on your Surface.
    Step 3:    Press and hold the volume-down button while you press and release the
    power button on your Surface.
    Step 4:     When the Surface logo appears, release the volume button.
    Step 5:    When prompted, select the language and keyboard layout you want.
    Step 6:     Select Troubleshoot > Reset your PC.
    If prompted for a recovery key, select Skip this drive at the bottom of the
    screen.
    Step 7:     Select the target operating system you wish to reset. This
    refers to the current operating system installed on your Surface.
    Step 8:    Select Yes, repartition the drives, and on the next page, select Next.
    Step 9:     Choose Just remove my files.
    Step 10:    Select Reset.
    Surface restarts and the Surface logo displays while the reset process continues
    (this can take a while).

    Hi Barb Bowman,

    Thank you so much for your kind help.

    I had followed your instructions, but my monitor did not appear choices to select any language and keyboard layout after Step4. I tried to do it many times but it never showed troubleshoot page. It only showed me the previous posted page and the UEFI page.

    Please kindly suggest.

    In the UEFI page, upper right, is there a disk icon with an X through it?
