Disable scrolling for fingers on the touchscreen

The Surface Pro 3 is great for drawing! However, the AAAA battery in my pen has gone flat, so I have to draw using my fingers for drawing until I can go out and get new batteries for the pen.

In the program I'm using (Flash MX), I try drawing on the screen but since there's scrollable area around the page, I end up scrolling around instead of drawing. Is there any way to disable scrolling and swiping from fingers on the touchscreen or should I just wait until I can get new batteries for the pen? (I have a mouse but I'm bad at drawing using them! Not to mention sometimes I use my Surface for reading and then my brother comes up and then flicks the page all the way to the top just to be a nuisance~) Thanks for reading!

    Thank you for your contribution to the Surface Community. I understand that you would like to disable the scrolling function in Flash MX on your Surface Pro 3.

    Because the touch screen and scrolling function are integral, the option is not available for you. However, since you would like it to be disabled only within the program, you could reach out to the app developer to see if it is a possibility.

    Otherwise, you could get the best results by replacing the battery inside the Pen.
