The touchpad on the keyboard is usually turned on by default. If it is no longer working, then it is correct to check from the driver first.
I noticed that you tried to update the driver, but if you haven't tried to manually download and install the driver for Surface Pro 11, please allow me to share the download address here:

After the download and installation is complete, restart your Surface and verify that the touchpad function is back to normal.
Another simple solution you can try is to use the system file viewer to perform the recovery, but this may not always work:

If the problem persists, back up all your important data and try to reset your Surface. Go to Start menu -- Settings -- System --Recovery--Reset PC.
If the touchpad still doesn't work after the reset, you may want to take your Surface to an engineer from the Surface support team for inspection.

- Click "Contact Support" at the bottom.
- Select "Technical Support" and click "Confirm".
