Surface Pro 7 Screen Brightness Fluctuating

When my Surface Pro 7 is not plugged in, the brightness doesn't remain consistent. It gets dimmer and brighter when anything on-screen changes (this can be as small as drawing a line in my art program.) When it's plugged in, the brightness remains static, but the tablet gets extremely hot if I use it while plugged in. The screen constantly changing in brightness is too disorienting to ignore. How can I fix it?
