Surface Pro 8 High Idle Memory Usage

I need some help understanding why my Surface Pro 8 memory usage is so high. I have 8GB of ram with an idle memory usage of like 67% (that is without any applications running). If i open edge, todist, or file explorer, the memory usage easily spikes to >80% and stays up there consistently. I've noticed the laptop was sluggish from when i first purchased it, and recently completed a factory reset to see if that would clear anything in the background. It clearly has not worked, and i have read a fair bit about memory leaks in the earlier surface pro versions, but do not see >800MB in the Non-Paged Pool under the performance page in Task Manager.

It seems to me there are a lot of Service Host and svchost.exe services taking up tidbits of ram. What can be done to help fix this issue?

    Thank you for reaching Microsoft Community.

    "svchost.exe" is a critical system process needed by Windows to process its services. May I what are the applications installed on the device? Do you also have a third-party antivirus installed?

    May I know what Windows Edition, version and OS Build is your Surface Pro 8 running? To check, go to Windows Settings > System > About then check under Windows specifications.

    Try also running these steps below and see if the behavior improves?

    1: Run Surface Diagnostic Toolkit

    See: Fix common Surface problems using the Surface Diagnostic Toolkit (microsoft.com)

    2: Check for Windows Update

    Go to Windows Settings > Update & Security and select Check for updates

    Make sure all updates need are installed including Optional updates

    3: Update drivers and firmware

    Check what is the current OS Build of your Windows version by going to Settings > System > About

    Go to Download driver and firmware for Surface, choose Surface Pro

    Then click the link next to Surface Pro 8 then click Download on the next page.

    Choose the .msi file that matches your current OS Build and click Next.

    After downloading, run and install the .msi then Restart. 

    4: Run System File Checker Tool

    Open Command Prompt (Run as administrator)

    Type and enter these commands below:

    DISM /Online /Cleanup-Image /CheckHealthDISM /Online /Cleanup-Image /ScanHealthDISM /Online /Cleanup-Image /RestoreHealthSFC /scannow

    Note: Allow each command to complete its process before entering the next command line

    Exit Command Prompt and restart the Surface

    I would like to ask also about the reset that you mentioned, was it a Reset within Windows where you can choose between Keep my files and Remove Everything?
