Cannot Access Microsoft 365 Developer Sandbox — No Admin Rights / No Tenant Provisioned

Hi Microsoft Team,

I am a Visual Studio Dev Essentials member using my business account (******@recruiter-services.com). I qualify for the Microsoft 365 Developer Program sandbox, but my account was never provisioned with a tenant. As a result, I:

  • Cannot access the Microsoft 365 admin center
  • Cannot activate the E5 sandbox
  • Do not have admin rights
  • Cannot open support tickets (blocked by permission loop)
  • Was referred from Visual Studio Support to Microsoft 365 Support, which also blocks access

I’ve exhausted every documented path, contacted support, tried activating through the Dev Program portal, and confirmed I am a qualifying member.

Can someone from the M365 Developer Program team please manually provision a sandbox tenant for my account or provide direct escalation support?

This is blocking development of a production Outlook Add-In and needs resolution ASAP.

    Sign in: Go to the Microsoft 365 Developer Program dashboard and sign in with the Dev Essentials account.

    1. Confirm eligibility: Verify the account is linked to Visual Studio Dev Essentials.
    2. Attempt setup: Click “Set up E5 sandbox” and follow the prompts.
    3. Switch account (if blocked): Try with a personal Microsoft account to provision the tenant.
    4. Capture error: Take a screenshot of the failure or “no tenant” state.
    5. Submit support request: Use the Microsoft 365 Developer Program support form.
    6. State the issue clearly: “No tenant provisioned, cannot access admin center, cannot open support tickets; request manual sandbox tenant provisioning.”
    7. Attach evidence: Include screenshots and the Dev Essentials membership confirmation.
    8. Await escalation: Monitor email for the M365 Developer Program team’s manual provisioning update
