Troubleshoot laggy Teams meetings

Question

I'm hoping to find some guidance as I have a user who is experiencing issues with Teams and the laggy meetings. Using it on his phone is fine but seems to be an issue with the desktop client. Every time a meeting is joined, video is very laggy.

I checked the Teams Admin portal and packet loss is at 5% with a maximum Round Trip time of 675ms. I checked his network and had 1K up/1K down with an average ping of 2ms. The network channel is at -48dbm.

More and more users have reported this issue but have not been able to find any fix. I tried disabling GPU hardware acceleration but that is not an option on the new teams.
