As per your query I understand that you are looking for a way to send activation emails to the newly created users in Entra ID.
Unfortunately, there is no built-in automatic activation email sent to internal users upon creation. This means that after you create users in the Entra admin center, they won’t receive an email prompting them to activate their account or set up MFA unless you manually provide them with the necessary credentials and sign-in URL.
As of now the only way is that you can manually send users with free tier:
- Their username (UPN).
- A temporary access Pass (which would only work for a specific time and can be customized by admin).
- A link to the Microsoft Entra sign-in page: https://entra.microsoft.com.
Instructions to complete MFA setup on first login.
This is currently the most straightforward method for internal users.
There is an automated way for creating users and notifying them with the sign in process using Identity Governance in Microsoft Entra ID but this would require an additional license.
This pre-hire scenario generates a temporary access pass for the new user and sends it via email to the user's new manager who can forward this to the new user. There is a clear guide on this in the below document.
