Third-party anti-virus like Norton 360 can interfere with Windows update. Please temporary disable your Norton 360 and see if that allows the update to proceed.
Open 360 > Go to settings > Find Firewall or Real-time protection and turn it off.
If that doesn't work, next step is to Run the Windows Update Troubleshooter:
Open Settings on your PC. Go to System > Troubleshoot > Other troubleshooters > Windows Update.
Run the troubleshooter. It will then fix the issue automatically.
