Postgres server stuck at "Starting" state

The Azure Postgres Flexible server seems to be stuck at the "Starting" state for a long time. It appears that the storage is full, but we are unable to increase the storage capacity through the portal or CLI. Please find the error message below

(CannotCompleteOperationInCurrentState) Cannot complete operation while server is in 'Starting' state.

Code: CannotCompleteOperationInCurrentState

Message: Cannot complete operation while server is in 'Starting' state.

    Following up on the discussion, the Azure Database for PostgreSQL Flexible Server in the Azure portal is currently stuck in the starting state.

    As mentioned, we attempted to bring back the server online from the backend.
