MECM requires continuesly restart

Question

I have an issue with some PCs which have MECM client and it's managing the updates.

Those PCs keep asking for restart after install windows update but after restart the update were not installed and asking for restart again over and over without any succeed with install the update

I applied the below actions:

1. reinstall the ccm client
2. Install the update manually using dism online and even by download the .msu and it's shown that the update has installed successfully but after restart no update were installed
3. run windows update troubleshhot utility >> msdt.exe /id WindowsUpdateDiagnostic
4. System file check >> sfc /scannow
5. Restore windows health >> dism /online /cleanup-image /restorehealth
