i have attached the cbs log file.
The logs in \Windows\INF folders haven't been updated for months.
And to answer your last question, am running this locally. although whenever i try it via WinRE it works as it should.
PnpUtil fails to enumerate drivers.

Does any one understand why this is happening and how to fix it.
PS: pnputil /enum-devices works perfectly.

can you post the dism.log file mentioned above in your post? there may be something in there that points us in the correct direction.

Run sfc /scannow and see if it reports any errors. Log File: C:\windows\logs\cbs\cbs.log
Also look at the logs in the \Windows\inf folder. Setupapi.*
See if any of those logs were updated when you ran pnputil, if so post those logs.

Note: this can also happen with a mismatched files versioning such as pnputil.exe, Dism.exe, (files in the driverstore folder).
Are you running this all local on this machine inside of Windows or are you running remotely or offline using WinPE?

After running that command, share the following logs:
- C:\windows\logs\dism\dism.log
- C:\windows\logs\CBS\cbs.log
- C:\windows\inf\setupapi.dev.log
