Dear customer,
Thanks for your post in Microsoft Community.
In your description, your network cannot be indexed by Bing.
I noticed that you are using Google traffic for comparison and trying to contact support and also checking the WAF or rules, thank you for your efforts on this issue and I do understand the distress and frustration that your site is not indexed for you at the moment.
You mentioned that you tried contacting support, so where did you try contacting support? Was it through a ticket, trying to contact Webmaster's support staff?
Our community is not on the same support team as the support staff that manages the Bing search engine, so your issue is not covered by our community's support.
However, we are very focused on your experience, and I understand your concerns about your site, and we want you to be able to get the proper help.
You can try to submit a request to get in touch with the relevant webmasters support staff through a ticket by filling out the ticket via the link below.

In addition, you can also use the link below to post your questions on the Bing Webmaster Blog, where more specialized support staff will be able to provide you with more targeted help.

Maybe someone here will offer you some different advice on this issue.
We have been watching your efforts and hope that you will get help from Bing and Webmaster support soon.
It's my honor to provide you with some relevant advice and I hope my efforts can bring you some convenience.
Thank you for your understanding and support.
Best regards,
