If a page is not a "Guidelines Problem URL" in Webmaster Tools, it is not a "Guidelines Problem URL". Is this correct?

If a page is not a "Guidelines Problem URL" in Webmaster Tools, it is not a "Guidelines Problem URL".

    Here I'm gonna quote: These Bing Webmaster Guidelines describe only some of the most widespread forms of inappropriate, manipulative, or misleading behaviors. Sites that engage in abuse, such as the practices outlined below, are considered low quality. As a result, these sites can incur ranking penalties, have site markup ignored, and may not be selected for indexing. Microsoft may take action against your site for any inappropriate or deceptive practices, "even those not described here"

    well I'm afraid not, that doesn't indicate for sure that there are no URLs with guideline issues.

    According to the Site Explorer tool documentation1, “Webmaster Tools only shows a sample of pages that violate the guidelines, not all of them.” so there no 100 percent guarantee that there are no URLs with guideline issues.

    You can use the URL Inspection tool to check the status and indexability of any URL on your site

    Hi Amro Abraham.

    When I select "Guidelines Problem URL" in Webmaster Tools Site Explorer, it says "No Data".

    But doesn't that result mean that there are no "URLs with guideline issues"?

    I'm afraid that is not necessarily correct.

    some pages are “Guidelines Problem URL” and are not reported as such in Webmaster Tools by principle.
