Is Image Creator from Microsoft Designer now available for commercial use?

I'm writing because I want to use images created through "Image Creator from Microsoft Designer" for commercial use for a children's book. I was wondering if it's legal to do that? I've seen many things online from a year ago stating that the answer was "no" based on the old terms of use. But not that long ago, it seems Microsoft changed its terms of use that states it's for "personal use only". I was wondering by the way the new terms read that if you can now for sure use the images created through Image Creator from Microsoft Designer commercially? Here are the links below about the terms of use I've looked at.Also, what's the difference between the updated "Image Creator from Designer's" terms, and the terms from "Designer for Web Image Generator and Brand Kit Terms Preview" under 1 (b)? Are these different programs?

    So just to be clear, if I'm generating images from "Image Creator from Microsoft Designer", and want to put those generated images in a book, and sell it, I am allowed to do so?
