SharePoint Designer Workflows von 2013 nicht sichtbar/ausführbar

Hallo zusammen,

ich habe mit dem SharePoint Designer Workflows 2013er Version erstellt. Es ist ein einfach approval Workflow.
Die User sehen eine Homepage und eine Bibliothek.
Auf der Homepage sollen Sie nur Leserechte haben bzw. Rechte wo Sie nicht editieren können. Zum Testen habe ich ihnen alles gegeben ausser Edit (kreuzt man Approval an, wird automatisch edit auch angekreuzt)
In der Bibliothek selber haben Sie Full Control. Dennoch findet er den Workflow nicht, bzw. kann ihn nicht ausführen. Es sind nur Workflows von 2010 sichtbar. Kennt jemand das Problem und kann hier weiterhelfen?

Wieso referenziert er meine Berechtigungen nur aus der Hauptseite, obwohl die Vererbungen unterbrochen sind?
