Suggest you run a thorough deep offline scan with Windows Security. Might not hurt to install Malwarebytes and run a secondary scan. It appears you may have a virus or similar on your system.

Have you recently installed a program, gone to an unfamiliar site with your browser, or even downloaded something?

It's possible that a feature called Narrator has been turned on accidentally. Narrator is a screen reader that reads text and other elements on the screen aloud. To turn off Narrator, you can press the Windows key + Enter. If that doesn't work, you can try going to Settings > Ease of Access > Narrator and turning it off from there.

    Regards,

    Narrator is turned off.

Ran Deep Offline scan twice. It stops scanning at 92% but finds nothing.

    nothing in Malwarebytes.

About 5 minutes after it finishes scanning the talking started again this time it sounded like German, lasts a few minutes and just stops.

tried to load Audacity to try to record it but as soon as Audacity loads the talking stops.
