Using PIN and always get the message to wait 2 hours. (fixed)

Since updating to build 25387 I get this message when I first try to sign-in (see screenshot). If I wait then the PIN is accepted without a problem and all is well. Next time I start the virtual machine I get the same message.

Is there anything I can do apart from a Reset or clean install?

just for info I don't have failed attempts to sign-in or repeated shutdowns. (not sure about the topic I have selected)

    try changing to password and see if that works.

    also check this is set to Zero

    I've gone back to using a PIN and so far all is well. Options on the sign-in screen have changed slightly compared to how they were. (the option Sign in options was not available)

    The policy is already set to 0 invalid logon attempts.
