From your name, I guess you are in Russia. I'm afraid that Microsoft has suspended sales of new products in Russia as a protest against the Russian invasion of Ukraine. Microsoft hasn't said it is not suspending downloads of preview builds in Russia but I suspect this is related.
That's a common error users get from time to time.

Which build are you trying to download? please specify channel and language.

I am in Belgium and got the same message today. Did you suspend Microsoft products for Belgium? Did you ban it for the EU? I have an English and speak speak English : Did you ban it for English sounding people living in the EU as well? I reported your reply as abuse because it is prejudice and presumption like yours that we seek to stop.
Now, back to me: I have the same problem as the OP. I am in Belgium with a Belgian IP address, and am trying to download the Windows 10 multi-region version in English (United States). I am using an Apple Macbook Air.

Now, back to me: I have the same problem as the OP. I am in Belgium with a Belgian IP address, and am trying to download the Windows 10 multi-region version in English (United States). I am using an Apple Macbook Air.
I wouldn't recommend a Dev build at this time due to a current bug

FYI
Even though Windows 11 ARM Insider Preview works on an M1 via Parallels or similar, the scenario is not officially supported by Microsoft.
