I have uploaded several .pdf documents to a public web-site (actually a Doctor's practice). Now I get the message above when I try to download them. I can find nothing in Settings to address this. On the same web-site there are other documents I have uploaded which download successfully.
This problem does not arise with Vivaldi or Firefox. I don't use native Chrome.

It may be that somewhere along the way, there is a non-secured connection (HTTP instead of HTTPS). Edge will by default block downloads that don't use HTTPS all the way from the server where the file is stored to your computer.
If this is the problem in your case, you may be able to work around it by changing the settings for the site concerned. Click ⋯ (Settings and more) > Settings > Cookies and site permissions and scroll down to and click on Insecure content in the list of permissions. Use the Add button to enter the URL of the site you're trying to download from.
I just tried to complete and submit an on-line form. I ended up with a blank grey square telling me that Edge had blocked it.
I don't need all this. I'm going back to Firefox and Vivaldi.

The file is probably being blocked by SmartScreen, try disabling it, to do it, go to Settings > Privacy, search, and service > Scroll down to "Security" > And turn off the "Microsoft Defender SmartScreen" option. Is recommended to keep this option on because it protects you from malicious websites and downloads.
