I have uploaded several .pdf documents to a public web-site (actually a Doctor's practice). Now I get the message above when I try to download them. I can find nothing in Settings to address this. On the same web-site there are other documents I have uploaded which download successfully.
This problem does not arise with Vivaldi or Firefox. I don't use native Chrome.

It may be that somewhere along the way, there is a non-secured connection (HTTP instead of HTTPS). Edge will by default block downloads that don't use HTTPS all the way from the server where the file is stored to your computer.
If this is the problem in your case, you may be able to work around it by changing the settings for the site concerned. Click ⋯ (Settings and more) > Settings > Cookies and site permissions and scroll down to and click on Insecure content in the list of permissions. Use the Add button to enter the URL of the site you're trying to download from.

Most settings are stored in the browser profile, so not being signed in makes no difference. The usual reason why settings don't persist from one session to the next is that the profile is configured to remove data on close. Please check whether you have any of the options selected on the page edge://settings/clearBrowsingDataOnClose.
Another common reason is that third-party software - e.g. an extension or a security suite like Avast or McAfee - is preventing changes to personal settings from being saved. Do you have any such software running? Which?
I use MS Edge as my default browser. I have followed the suggestion in this thread to add specific URLs in Settings.
However, I do not sign in to Microsoft when using my browser so when I close Edge the settings appear to be reset. Next time I open the browser my changes are lost and I'm back with the original problem.

Re-checked Edge settings - OK
Windows settings:
Check apps and files - OFF
Smart screen for Microsoft Edge - OFF
After changing Windows settings I did a restart.
Still can't download. Same message.
The files are ordinary .pdf docs. Nothing sinister about them. Edge won't open them natively or with a .pdf reader.
Disable SmartScreen, on Security Settings, Open the Start Menu > Settings > Update & Security > Windows Security > App & Browser Control > and disable "Check apps and files" and "SmartScreen for Microsoft Edge".
Again, these options keep your device, safe, so its good to keep them enabled
