I have uploaded several .pdf documents to a public web-site (actually a Doctor's practice). Now I get the message above when I try to download them. I can find nothing in Settings to address this. On the same web-site there are other documents I have uploaded which download successfully.
This problem does not arise with Vivaldi or Firefox. I don't use native Chrome.

It may be that somewhere along the way, there is a non-secured connection (HTTP instead of HTTPS). Edge will by default block downloads that don't use HTTPS all the way from the server where the file is stored to your computer.
If this is the problem in your case, you may be able to work around it by changing the settings for the site concerned. Click ⋯ (Settings and more) > Settings > Cookies and site permissions and scroll down to and click on Insecure content in the list of permissions. Use the Add button to enter the URL of the site you're trying to download from.

If your Tracking prevention is set to strict, change it to Balanced and see if that solves the problem.

I clear everything except stored passwords on closure.
One of the options on that page is Site permissions. You'll remember that you allow insecure content in the site permissions section of the page edge://settings/content. All entries in this section will revert to their defaults if you clear them on closing the browser. Please check whether your preferences persist from one session to the next if you stop clearing Site permissions on closure.
If they do, you now know why. If they don't, we'd have to test whether one or other of those third-party programs is interfering with Edge's legitimate pursuits.

I clear everything except stored passwords on closure. I do not see settings identified separately anywhere. I have a Profile but that reflects the general Settings.
I use ZoneAlarm Extreme Security and Malwarebytes Premium (neither mention clearing browser data). ZoneAlarm runs the firewall. Malwarebytes runs Web protection.
