outlook 2013 and opening attachments

We have a very strange situation. Exchange 2013 with Outlook 2013 in a citrix environment.
Some users have an issue. It is not always but it is during periods. Some weeks nothing, and then some weeks frequently.

The problem: They open a message. The message opens. They can open the attachment. But when they try to save the attachment an error appears "cannot save attachment".

I checked the disk space of the citrix server they are on. I checked the memory and cpu at that moment. I checked the space where their profile is situated: no issues with that, a lot of space to be used (more than 25% everywhere). we disabled the anti-virus, no luck.

The thing is that when they try to save it a few seconds later there is a chance they can save it without problems.

Any ideas?

    Could you save the attachment normally in owa? Did the issue only occurred on any specific users with the specific attachments?

    If it could work normally in owa, the issue may be related to your client itself, so what's the version of your Outlook 2013(File> Office account> About Outlook)? Please first ensure that you have updated to the latest version of Outlook client.
    Also, based on my research, the temp folder also may cause the for your issue of "cannot save attachment", it's suggested to check this location in your register key and try to clean the folder to check if the issue has any difference.

    Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\15.0\Outlook\Security

    key: OutlookSecureTempFolder (copy the value of this key and open it in your file explorer)

    If the issue still exists, in order to avoid the interfernce of Outlook add-ins, it's suggested to restart your Outlook insafe mode to test(Windows + R> Type "Outlook.exe /safe"> enter).
