Open Local PDF Files In Separate PDF Viewer Window Without Opening The Whole Browser

So I downloaded a pdf file using Firefox and upon clicking Open File on the browser's downloads tab, it opens this separate pdf viewer window [As per the attached image], however if I click the file saved on my PC, it opens the full MS Edge browser and the PDF document opens in a new tab. How do I replicate the separate PDF view for files saved on my PC.

    You will need to download and install a pdf reader like Adobe reader for this.
