I'm sorry that it doesn't work, and this seems to be an issue with bing homepage itself.
Have you tried changing Bing's settings to another region to see if it's a problem with your current one?
I see. Thanks for reposting the screenshots. The cache may be corrupt that's why you're unable to switch it off. Try to clear Bing's site data then see if the option remains off when you try to turn it off again. To do this, go to Edge Settings > Cookies and site permissions > Manage and delete cookies and site data > See all cookies and site data. Search Bing then click the bin icon to remove all and check if the issue is fixed.
