Disable full screen view when window dragged to top of screen?

Is there a way to disable the function by which a window is expanded full screen size when dragged to the top of the screen?

I imagine some people find it useful to have a full screen for their programs, namely graphic applications. But when I am arranging my screen, I like to place the top of the program right on the top edge of my screen. This is something I can't do now- without activating the full-blown full-screen behavior.

Help!

    I found the following in Windows Help and Support re turning Snap off:

    How do I turn Snap on or off?

    How do I turn Snap on or off?

    Snap is turned on by default, but you can turn it off if you want to move windows around the same way you did in previous versions of Windows .

     Go to the Windows website to watch the video. (1:19)

    To turn Snap on or off

    1. Click to open Ease of Access Center.
    2. Under Explore all settings , click Make the mouse easier to use .
    3. Under Make it easier to manage windows , do one of the following:
      • To turn Snap off, select the Prevent windows from being automatically arranged when moved to the edge of the screen check box.
      • To turn Snap on, clear the Prevent windows from being automatically arranged when moved to the edge of the screen check box.
    4. Click OK .

    Thanks now I can move my progs around without them going full screen. That and disabling the stupid %^**&^^

    that hides progs when I move the mouse to the right edge make things a lot easier.

    Click the maximize button top right corner of the Navigation toolbar to leave Full screen mode

    Thanks Tom_803 but not sure how this solves the issue. 

    The problem is that the windows snaps to Full Screen Mode whenever you happen to drag it too close to the top of the screen. So if you want to layout say 4 windows & put them in each quarter of the screen. the Top ones will automatically jump to full screen. then you have to take them out of full screen mode. As you described, then move it again, being very careful not to trigger full screen mode again.

    This is a pain, given it we'd really wanted to got to full screen it is faster to double click the title bar than it is to drag the window to the top of the screen.

    It's much worse than that if you have a touchpad.  Besides the touchpad buttons getting reversed, which you may or may not have wanted, a tap on the touchpad becomes a right-click.  I doubt many would find that useful.
