I have a Sony Vaio notebook running Windows Premium and have been having this problem for a while.   I noticed the following error message on the Task Scheduler:

InstallShield Update Service Agent has stopped working properly

Could they be related?  How can I reinstall InstallShield, if I need to?

For whomever is interested inf solving this problem.

It has been solved.   I used Revo Uninstaller.   Worked like a charm and gave me full control.

InstallShield update service is a utility installed with some programs that periodically checks for any program updates, ctor.dll is a file associated with that service

You dont actually 'need' the utility

I would check in add/remove dialogue to see if theres a removal entry for this, and / or see below
