Can't deploy uwp app on Windows 10X Emulator, can't turn on Developer Mode

I downloaded the latest Microsoft Emulator (v 1.1.1081.0) and Windows 10X Emulator 10.0.19578.0 Preview from Microsoft Store and ran the emulator.

Visual Studio detected it, allowed me to deploy to the Windows 10X Emulator.
But the deploy failed saying that developer mode couldn't turned on on the Target Device.

Turns out that the there is no developer option in the 10X emulator (Normally in Settings > Update and Security > For Developers )

How can I deploy to the emulator?

    Well, the problem went away after multiple failed attempts.
