New top level site for content DB

I am setting up a new 2019 farm. I created one of the web applications which in turn created it's own content DB and top level site. I should have named the content database specifically for migration purposes. So I created a new content DB and deleted the original.
First thing I noticed is that even though the content DB was removed I got an error saying access denied to the SP config database so I am worried there will be stuff left over.
Second thing is that this content DB has zero sites in it. How do I get a top level site created as in https://NewSite rather than a site collection such as https://NewSite/site/something ?

    Hi @Jay Paterson ,

    How did you delete the original content database? I tested to remove an old content database to a web application and attach a new one to it in my environment based on the steps in this article- Attach or detach content databases in SharePoint Server.

    • To your first question, what operation caused this error? what is the specific error message? If you followed the steps in the above article, don't worry about there will be any remnants.
    • To your second question, per my test, I created a root site collection(http://xxxx/) in the old content database and then I detached the old content database to the web application. The old root site collection was automatically deleted. Then I still could recreated a new root site collection.
      So, Was that you didn't have "/" option in URL section of a site collection creation page?

      Did you confirm that "current number of site collection" is 0 in manage content database page?
