winlogon.exe.mui system file or malware ?

In the prvious post the discussion was about permanently running winlogon.exe. 

As i got deeper, found a **"**winlogon.exe.mui" file in system32<lang-lang> subfolder... and some community member wrote its a malware,>

"winlogon.exe.mui is reported as malware, installed by a rogue anti-spyware/AV program"


But unforunately i didnt get further answers explaining or confirming its 100% true.

I aint got much software, all i have is the standard + a couple of professional soft, they're harmful for sure. And also the driver software came with computer, but also not much and i didnt install all of its extra helper stuff. So, No extra apps or speedupmypc etc.

If i scan it with avira, and also the above mentioned Malwarebytes,  they dont find anything.

Would appreciate any help

    The winlogon.exe.mui file is a legitimate system file. You will see thousands of these files on the system.

    Explanation:

    Unlike previous versions of Windows, the code Binaries that are used to build Windows 7 are Language Neutral. This means that at least one Language Pack must be installed that defines the Base Language for that version of Windows 7. The base language cannot be uninstalled.

    These .MUI files are the language pack files.

    As long as you have used your antivirus program to scan the file, it should be OK.

    I don't want to be argumentative, but I've spent a couple of days chasing things on two computer chasing something that is slowing the computer down, making some programs inoperable and other malware symptoms and the MUI packages started appearing attached to files at the time I started getting them.  But, there is the possibility that I am completely wrong about them and something else is doing this, but it does leave me with some questions.  If these are language modules, why are they attached only to binary files?  Why is there a reaction on the web of people finding these and attempting to remove them? All very confusing.
