Does this issue only occur on specific users?
Some customers also met the same issue before, so we firstly recommend you go to Teams Admin center and select user that are experiencing the issue and set this user’s coexistence mode to Teams only.
In addition, please check if the receiver has blocked the incoming caller ID. For more details about setting, you can learn it from:
