I appreciate your efforts towards resolving the issue.

I would suggest you to try following steps and check if it helps.

a. Press Windows + X keys and click command prompt(admin).

b. Type the following command in command prompt and press Enter.

bcdedit /set loadoptions DDISABLE_INTEGRITY_CHECKS & bcdedit /set testsigning on

c. Close command prompt.

Turn off the check.

Hold the shift key while clicking on Restart

Select Troubleshoot > Advanced Options > Startup Settings > Restart

After Restart select option 7.

    Does it say physically that it can't load it or what, provide a screenshot or something. This isn't really the post for this, I would recommend that you contact Microsoft or post a new thread.
