Scroll lock: How to disable?

When this thing is on it really messes things up.  

Is there a way of permanently disabling it so even if I hit the key by accident it won't turn on?

I want to PERMANENTLY DISABLE the key.  Nothing else.  

(There's a lot of people on here that seem to have difficulty comprehending the written word so I'm trying to make this as simple and clear as humanly possible.)

And while we're at it maybe somebody knows how to permanently ENABLE the F-Lock so it doesn't go off if I accidentally hit it.  Cause that really messes you up when its off.

    Hi,

    You will need to check in the Basic input/output system (BIOS) on the computer to find any option to make changes.

    You will need to contact the computer manufacturer for assistance with the Basic input/output system (BIOS) on the computer

Microsoft cannot guarantee that any problems resulting from the configuring of BIOS/CMOS settings can be solved. Modifications of the settings are at your own risk.
