CPU running at 90-100% - possibly due to perfmon.exe

Lately my computers CPU has been running at 90-100%, even when I shut things down. It seems to be somewhat triggered by the flash player, even though it doesn't seem to be what's taking up the ridiculous amounts of CPU. What does show up, however, is perfmon.exe. The advice I've seen so far has been to either do a system restore - I tried it once before and the problem went away, but has now come back and my computer says it doesn't have any restore points. The other piece of advice I found was to disable it from starting up when the computer does, but it doesn't show up in msconfig. Advice? I'm very frustrated and tempted to just delete it, because it is driving me mad to not have a working computer. I'm running windows 7.

    My probs turned out to be Superfetch. I disabled it. Now, no more lag.
