What is SystemPropertiesPerformance.exe?

My Windows 7 UAC box popped up today offering SystemPropertiesPerformance.exe and I'm not sure if to click Yes or No. What is this about and is it safe for me to accept?

    It's a part of Windows that contains numerous performance related settings for visual effects, allocation of task performance preference, and something called DEP (Data Execution Prevention).  It isn't going to hurt anything to allow it to start, but my advice about changing things in it would be "if it ain't broke, don't fix it".  I've seen a lot sad tales of woe in these forums from those who tinkered around with things they had no reason to fool with.

    Thanks Hula_Baloo. Maybe Windows realised I have a performance related issue. Something is eating up my Disk Space and it is now critically low (less than 1GB). I periodically run a scan called TreeSize Free, due to past issues I've had with this laptop. TreeSize Free is showing me that the biggest recent changes to usage of my disk space are in Windows files rather than Documents or Programs. I don't understand it, but perhaps I'll simply run the SystemPropertiesPerformance.exe if it pops up again.

    Yes I've run Disk Cleanup. It is indeed a computer with a small C: but why would it suddenly get used up by Windows files rather than Documents or Programs?

    If you haven't run the Windows disk cleanup utility, that's a good place to start.  Click Start -> Computer, then right-click C: and click Properties.  Then click the Disk cleanup button.  Note that if your C:  partition is under 100 GB, it's simply too small.
