in task manager there is process called Runtime Broker. and it uses over 600 MB of my ram. putting my average usage at 60% on my 4 gig laptop. not noticed any performance issues yet. just a lot memory being used. makes me think of windows vista almost bc it had same issue in past. it would use all system resources.

I had that problem, too.  Photos has had that defect for a while now, and there's no way to fix it (nor is Microsoft willing to patch it).  I wound up removing Photos via powershell to stop the problem.

The App Photo's is causing the problem. The runtime broker in this App is using >50% processor speed and > 600MB memory

I have exactly the same problem. This is a short term temporary solution. The problem comes back as soon as the computer is restarted.

Is this a recent problem for you?  I haven't had any problems within the last year.  Just as the creators addition came out, I did a clean install of my OS because I upgraded to a larger solid state drive and Windows 10 has run like a dream.
