Can't login to Volume Licensing Service Center

My colleagues and I had work accounts in MS with emails from our company domain.
At the end of last year we tested Microsoft Teams for a short time. This necessitated the creation of Azure AD Tenant for the domain.
We decided not to use MS Teams anymore and yesterday I deleted Azure Ad tenant for our domain.
After deleting, I do not have access to the Volume Licensing Service Center, where all the company's licenses are.
In general, all previous MS accounts that were not personal do not work. How do I restore all work accounts?

When I try to log in to the portal with my email as a work account I get error:

And when I try to log in with the email as a personal account, I get error:

Thank you for your post!

When it comes to restoring all your work accounts/users, if these accounts were all part of the AzureAD tenant that you deleted, you'll have to work with our Support Engineers to see if recovery of your AzureAD tenant is possible.

Thanks for the reply!

I can't create a support request because I can't log in to Azure with deleted business account, but I will create a ticket with my personal account from the same domain.

I opened a ticket here - https://support.serviceshub.microsoft.com, but there is no answer yet.

I will also try telephone support.

Thanks

Thank you for the quick follow up and details regarding the support ticket that you opened with our Support for Business team.

I did some more research on tenant recovery and based off my colleagues response within this thread, it doesn't look like "restoration of the deleted tenant is not possible". Which means, if all your work accounts were in your AzureAD tenant, you won't be able to restore them since the tenant isn't recoverable.

Thank you @JamesTran-MSFT

I don't need to create all the accounts.
All I need is access to VLSC. The company has no plans to use Azure for now.
If I create a new tenant, re-add the domain to it, and then re-create the account I use to access VLSC login account, will I be able to log with it?

At the moment I can log in to portal.azure.com with the account, but as a personal one. It is very confusing that an account with one email can be both personal and business.
Can I add the domain to this tenant as I logged in with a personal account?
