PowerBI measure based on multiple conditions using values in fact table and lookup table

What functions do I use in Power Bi to create a measure? I have a fact table called applications that has many values and a lookup table with unique values called unique leads. I want to count the rows in applications table when two conditions are true. Condition 1- application email column = unique lead email and application received date is greater than or equal to member create date.
