On my Surface Pro 3, there's a built-in program called "On-Screen Keyboard" that pops up much smaller keyboard with all functions. Not only the Fn key but also PgUp, PgDn, etc.

It also can be moved around on the screen easily to position it where you want.

Just go to Start/Search an enter "keyboard" You should find "On-Screen Keyboard" which you can pin to the Start menu and/or the Taskbar.

It's a little harder to type on because the keys are smaller, but it's really handier to use.

Thanks.  I use F11 a lot to get Firefox into full screen mode, and so this functionality is important to me, too.

But I believe that these instructions are for Windows 8.  For Windows 8.1 on my Surface Pro, I did the following instead:

Change PC Settings => PC and devices => Typing => Touch Keyboard => Add the standard keyboard layout as a touch keyboard option => Turn on.

And then proceed as Daphne Pfister mentions.

Thank you these 8.1 instructions worked. I can`t believe that isnt enabled by default.

Even if it's not enabled by default, there should be some mention of this in the online documentation about using the  touch keyboard. I found nothing at all until I came across this forum thread. The capability is there, as well as the ability to hit letters and numbers on the standard keyboard without having to shift. It makes all the difference in the world to someone trying to use Excel.
