Windows 8.1 Update Error Code: 0x80240031

I am getting error code 0x80240031 during download of Windows 8.1 for 50% of Downloading. Can anybody help me fix this?

    SOLUTION FOUND!! Finally - BE SURE TO READ THROUGH THIS COMPLETELY

    OK - I have been at this for two solid days and should have been smart enough to identify this resolution sooner...

    Here you go - MAKE SURE you don't have ANY firewall in place that may be blocking your downloads.  Many companies (and even  home branded router/firewalls) have the ability to filter out files being downloaded from external sites.  This is primarily to prevent files with malware and other suspect files like Torrents and other illegal download sites.  Yes we all know that files from Microsoft are considered safe but their repositories are still being flagged as a download source that some firewalls don't like.

        - I find this especially interesting because Windows update does not ever get blocked from these firewalls

        - Microsoft IS NOT using their Windows update repository to release the 8.1 update apparently.

    Firewalls and filters come in many flavors - some are hardware Appliances that go between your cable modem and your switch and others are software filters that are in your Antivirus Package.

    I physically disabled our complete firewall appliance and then INSTANTLY was able to download until my heart was content. 

    So before we get upset at Microsoft on this one, this particular issue for me WAS NOT a Microsoft problem - but on my end.

    So to summarize - to COMPLETELY eliminate any possibility of a firewall - do this to ensure you are not being blocked:

    1. Turn OFF any firewalls on the PC (Antivirus or filters that may be running). IE - Norton, McAfee, Trend Micro, and so on). Make sure you shut these applications down (from their admin console or the system tray)
    2. Plug your LAN cable  (internet patch cable) from your PC directly into your cable modem .   To be safe, I would NOT use wireless as this connection may also be filtered and you are only guaranteed an unfiltered connection when you connect DIRECTLY to your cable modem. This connection comes directly from your ISP.

     - This will ensure there are NO hardware appliances in place that are blocking this download.

    I normally do not reply to forums but have benefited over the years immensely from them.  HOPE this helps - I am certain many will benefit from this.
