Right click 8.1 'start' button does nothing

Question

Hi;

Upgraded from windows store (original 8.0 clean install) to 8.1.  Everything worked fine, except the windows start button does not respond to a right mouse click.  Left button works fine (switches between desktop and start menu), Right mouse clicks works as expected on every other object.  I don't have any of the windows 8.1 start screen navigation settings checked  (I.E. stop using the start screen).

Ideas?

The following instruction from a Command Prompt should sort it out in most cases:

xcopy %SystemDrive%\Users\Default\AppData\Local\Microsoft\Windows\WinX %userprofile%\AppData\Local\Microsoft\Windows\WinX /e /y

1. Are you unable to use  Windows + x in new user account?
2. Did you check in Safe Mode?

looks like there is no repair procedure using win DVD as previous version of win which we could repair the internal windows problems and when i going to the "refresh" the only thing that i can get is the error and unable to proceed!? then how can i repair my win 8.1 using win DVD?

and as I mentioned in previous comment, I had all the same issues. Tried all the solutions that were suggested to no avail.   It turned out to be a browser extension used by my 3rd party backup program for my external hard drive.  they are working on a solution.  I have also installed my 3rd party utilities program and all is good.  Quite the process to narrow things down.  Hope this helps you and any others .  The only thing I could never resolve was the backup disc from MS that was never recognized as the right media for a refresh.  From other threads, it seems that win 8 only recognizes the win 8 back up, win 8.1 preview only recognizes win 8.1 preview disc and of course win 8.1 pro will only recognize the win 8.1 pro media disc.  so depending on which system, you need an iso for each one.  Can't refresh 8.1 pro if you only have the win 8 backup from MS.

I had the same issues and finally decided to go through a refresh, only refresh wouldn't work.  The backup win 8 disc wasn't recognized.  I had to go through a complete reinstall.  This time before I installed my 3rd party software, I did all the updates, including 8.1.  Made several restore points along the way and checked the win key +x and right click on win start button to make sure everything was working.  tedious , I know, but reinstalling is more so.  Then started reinstalling all 3rd party software.  Only one 3rd party I haven't reinstalled yet is a utilities package software.  However, a 3rd party backup program for my external hard drive seemed to be the cause of this issue.  I sent a message to them, not sure how to send it to MS.
