    OK i have a temporary fix for that:

    Go to "Task Scheduler" "Microsoft" "Windows" "DiskFootPrint" and disable the "Diagnostics" Task.

    Hi Izumi,

    Please answer these questions.

    1. Do you use a 3^rd^ party antivirus application on your computer?
    2. Did you make any changes to the computer prior to this issue?

    TASKHOST is a generic process which acts as a host for processes that run from DLLs rather than EXEs. At startup TASKHOST checks the Services portion of the Registry to construct a list of DLL-based services that it needs to load, and then loads them. There can be many instances of TASKHOST running, as there will be one instance of TASKHOST for every DLL-based service or grouping of services.

    I would recommend you to run the Process Explorer and check the applications causing high CPU usage.

    Hello.

    1. I use only default "Windows Defender".
    2. This issue not appears before Update 1.

    I already have Process Explorer (see screenshot in the first post) and selected thread shows high cpu utilization. Also in first post i provide Stack of this thread.

    I think DfpCommon.dll (disk footprint lib) provide this issue. But i not sure.

    As a work around, I would suggest you to check the issue status in safe and clean boot.


    Step 1:

    Windows Startup Settings (including safe mode).

    Soon i will try check this issue in safe-mode. But now i also can repeat this issue on Surface Pro with Win8.1ProUpdate1. In all cases this issue appears after returning system from long idle time. In this state Windows automaticaly runs optimization actions (in system tray white flag icon appears with black clocks).

    I think that Windows don't run optimization services in safe-mode, so this issue cannot be checked in safe-mode.
