trying to join domain, "The referenced account is currently locked out" but account can still be logged on to

trying to join a domain following these directions (but with windows2019) https://learn.microsoft.com/en-us/azure/active-directory-domain-services/join-windows-vm

when copy / pasting the domain join account (full admin) name and password, i get a dialog like this

Computer Name/Domain Changes

(X) The following error occurred attempting to join the domain
"xxx.xxx.xxx"

 The referenced account is currently locked out and may not be logged on to.  

But, i can log onto azure portal with that account. As far as i can tell, this account works just fine.

    Thank you for the update and I'm glad that you were able to resolve this issue!

    When it comes to the error message you received, this is related to the Account lockout threshold policy, which determines the number of failed sign-in attempts that will cause a user account to be locked. A locked account cannot be used until it is reset by an administrator or until the number of minutes specified by the Account lockout duration policy setting expires. For more info.
