as you can see this isnt a isolated issue and needs fixing asap. especially with many big titles just coming in the next few weeks on pc !
how can this be sent higher up so this issue is resolved ? thanks.

2013-10-19T08:22:13+00:00 Hi,
1. What is the make and model number of the mouse?
I would recommend you to perform Clean Boot and check if the issue occurs.
Method 1:
How to perform a clean boot to troubleshoot a problem in Windows 8, Windows 7, or Windows Vista
http://support.microsoft.com/kb/929135
Note: Refer "How to reset the computer to start as usual after troubleshooting with clean boot" under more information to reset the computer to start as normal after troubleshooting.
Additionally, I would have you download the latest drivers for the mouse from the manufacturer’s website and get it installed and check if it helps.
Hope this resolves the issue. If issue persists, you can write back to us and we will be glad to assist you further.

2013-10-19T08:26:57+00:00 I confirm this.
I updated my windows from 8 to 8.1. Installation went fine and everything works...except my mouse in games and Call of Duty Black Ops 2 became unplayble because of mouse stutter & lag. In windows 8 it worked fine.
I have roccat kone XTD mouse.
I re-installed all the mouse drivers and even GPU drivers. The problem became after i updated to 8.1. There were absolutely never any issues with windows 8 and my mouse.
I have tried running the programs in win 8 compability mode, no help.
So the problem is somewhere in windows 8.1.
This is a serious issue to people who love to play games.
I really would not like to roll back to win 8 because it's such a hassle. Please fix this, asap.

2013-10-19T09:18:13+00:00 More confirmation - and I'm no serious gamer, just like the card games and they have gone into a jerky slow motion since installing 8.1 yesterday. Our other computer is still running 8 and tbh I think it can stay that way. I have been running on a desktop as I didn't like the apps start screen and the only difference I can see is that there is now a permanent button instead of a mouse-over to get to ......... where you didn't want to be in the first place!! This is not what I had thought a start button would be - I was hoping for more of a menu with shut down and restart instead of the annoying mouse-to-the-right system. How easy is it to uninstall and go back to 8?

this will make no difference it isnt a mouse issue its a windows 8.1 issue. i posted articles just a couple its because 8.1 locks down the rate of the mouse. you cant fix it other than going back to windows 8 ! you cant roll back to windows 8 which means a full reinstall for a microsoft small issue which needs rectifying ! asap.
read the articles search online this is a massive issue for gamers ! thing is in the next few weeks the biggest fps games launch on pc and this could become even more of a problem and a 8.1 sales killer for gamers ! so if anyone from microsoft is looking please just fix this !
ive tried compatibility doesnt work ive tried all the workarounds doesnt work tried newest mouse drivers doesnt work. i use the mx518 every other game is fine apart from call of duty 4. what you may think is well thats a small issue but it isnt call of duty 4 on pc is still one of the largest played games !
not only that its one of the main games i play on pc.
so i have to either reinstall my whole op system because of a silly bug or not play my favorite game ;(
pretty crappy place to be for such a easy fix ! can someone send this over to official microsoft people and the issue because this is going to hurt sales if it isnt solved soon.
