Can Azure SQL database access on-premise SQL server tables in a query?

Hi,

We are syncing data to and from Salesforce to on-premise sql server using ADF and Azure SQL server. We are looking for a way to connect on-premise sql server via an external data source (linked server) so that we can query the on-premise data in Azure SQL stored procedures. Is there a way to do that?

Our database is behind firewall so we also need the IP address range of Azure SQL server to white list in our domain firewall. Where can I find this in azure portal?

    It is possible to create Linked Server in Azure SQL Managed Instance?
