Windows 10 v1703 won't update to higher level

I have a user who hasn't updated in some time. She is at windows 10 v1703...I can not get her updated past that point and am unable to find earlier versions of updates anywhere...where might i find archived versions for update?

    Did you try to update the system using Media creation tool?

    1709 version too early to upgrading by common method… You know, the latest version of Windows 10 is 2009.
    The simplest method is in-place upgrade by the latest version Windows 10 ISO image file, it’s easy to download from media creation tool.
