Split from this thread.

This didn't work for me though I have no other anti-virus or anti-spyware installed.

What else can I try

I also tried following below suggestion by Guru Kiran (without and then with admin privileges):

    1. Press Windows key + X.
    2. Type services.msc and hit enter.

    3. Search forWindows Defender service, right click and stop the service and start the service.

    4. Try to use Windows Defender and check if it helps.

Service was stopped.  It tried to start but failed.

Properties showed Defender set to manual and potential changes greyed out, even when run as admin.

I also tried suggestion given to other person:

open command prompt as administrator and type sfc /scannow

This ran fine and reported no problems

Does this mean that there is no virus?

    Regards Scott

I also tried method 2 above and this did not help.  Defender still complains that it is not running and when I start it it immediately stops again.

I tried to run the updater to Defender in the couple of seconds that it was running.  It got part way through downloading updates then closed with In valid window handle error 0x80070578.
